Bharat Petroleum Corporation Limited (BPCL) has taken a major step toward expanding its refining and sustainable energy footprint by signing three strategic Memorandums of Understanding (MoUs) with Oil India Limited (OIL), Numaligarh Refinery Limited (NRL), and Fertilisers & Chemicals Travancore Limited (FACT) during the 28th Energy Technology Meet 2025 in Hyderabad.

In a key development, BPCL and OIL signed a non-binding MoU to explore the formation of a joint venture for a Greenfield Refinery and Petrochemical Complex near Ramayapatnam Port, Andhra Pradesh. This partnership aims to strengthen India’s refining capacity and meet the nation’s surging petrochemical demand.

Additionally, BPCL, OIL, and NRL entered into a ₹3,500 crore tripartite agreement to establish a 700-km cross-country product pipeline from Siliguri to Mughalsarai via Muzaffarpur. The project, designed to facilitate efficient product evacuation from NRL’s expanded refinery, will transport motor spirit (MS), high-speed diesel (HSD), and aviation turbine fuel (ATF). BPCL will hold a 50% stake, with OIL and NRL sharing the rest.

Furthering its sustainability agenda, BPCL also signed an MoU with FACT for the supply and trading of organic manure from its upcoming Compressed Biogas (CBG) plant at Brahmapuram, Kochi—converting municipal waste into valuable agri-inputs and promoting India’s circular economy goals.
